EXECUTIVE TEAM
Guided by our mission to create sustainable communities, our Executive Team leads with foresight and dedication, ensuring that our core principles shape every decision and initiative at Horizon Development Properties.
As President and CEO of INLIVIAN, Fulton is responsible for the oversight and effective operation of one of the most progressive housing authorities in the nation. He has over 20 years’ experience in the affordable housing industry and has extensive experience in developing and executing workforce housing, resident services, and housing operations. He is skilled in developing community partnerships and fostering strong relationships with Boards, staff and residents.
Due to an entrepreneurial nature, Fulton started two 501(c)(3) organizations to garner private dollars for public causes such as funds for post-secondary education and the construction of high-quality affordable housing. He has successfully led development efforts which resulted in the creation of over 1800 mixed-income apartments using a myriad of sources such as HOPE VI funding, Low-Income Housing Tax Credits and Tax Exempt Bond Financing.
With a passion for helping people, Fulton believes that INLIVIAN is “more than bricks & sticks” and that able-bodied people should work. During his career, he has developed comprehensive supportive services programs incorporating case management, education and job placement. He believes the key to upward mobility is housing + supportive services + education + employment.
Fulton serves on a number of boards and committees including the Centralina Council of Governments’ Connect Our Future Consortium, Urban Land Institute (ULI) Steering Committee, and the Charlotte Mecklenburg Coalition on Housing. He is a member of the Council of Large Public Housing Authorities, National Association of Housing and Redevelopment Officials and the Public Housing Authorities Directors Association.
He is married to Jeanette Meachem and father of two sons, Bryce and Brannon.
Allen Gong has a proven track record of transformative leadership and an in-depth understanding of the Real Estate Development, Construction Management, and Asset Management sectors. His adept navigation of the ever-changing regulatory landscape facilitates the development of mixed-income housing, bolstering the operational effectiveness of both Horizon Development Properties Inc. (HDP) and INLIVIAN. Serving as the Executive Vice President (EVP) of HDP, Allen offers valuable guidance and leadership, playing a pivotal role in the continuous success of HDP and propelling the agency to new heights.
A graduate of Dalian University of Technology in China, Allen holds a Bachelor of Science in Construction Management and Real Estate Development. Further solidifying his expertise, he is an alum of the Massachusetts Institute of Technology (MIT), where he earned his Master of Science in Real Estate Development. Allen’s leadership prowess, coupled with his extensive knowledge and experience, empowers the HDP team to make positive impact on the Queen’s City.
Allen is inspired daily by his wife and their two children. In his free time, Allen enjoys rock climbing, ice skating, and exploring new things with his family.

Our Development Team is at the forefront of expanding housing opportunities, skillfully managing new projects and redevelopments to meet the diverse needs of communities in Charlotte, enhancing both quality of life and accessibility.
Yanira Bermudez is an Executive Assistant/Bond Coordinator who works with the leadership team at INLIVIAN and Horizon Development Properties, Inc. (HDP) to facilitate smooth operations and ensure the successful execution of real estate development projects. Yanira knows that meticulous organization and attention to detail are crucial in the fast-paced world of executive assistance and bond coordination.
Yanira has achieved over two decades of invaluable experience in the legal administrative field, working with prestigious firms in New York City and Charlotte. Her journey includes roles as a Legal Practice Assistant showcasing her proficiency in administrative tasks and legal support. In her current role at HDP, Yanira plays a pivotal part in the day-to-day management of development projects, overseeing the Bond program and ensuring compliance with tax-exempt multi-family bonds, as well as provide executive-level support to the EVP of Real Estate Development.
Yanira is a certified Legal Executive Assistant, having graduated with honors from the Katharine Gibbs School in New York City. She holds a wealth of knowledge in Microsoft Office/365, Yardi, Document Management systems, and other tools essential to her dynamic role.
Gigi Xia is a seasoned professional with a diverse background in real estate development, valuation, and investment. With extensive experience in working with real estate developers, valuation groups, and investment companies, Gigi brings a wealth of knowledge and expertise to the development field.
Passionate about place-making, Gigi is committed to creating vibrant and sustainable communities that enhance the lives of residents and stakeholders alike. As a Development Manager, Gigi collaborates closely with internal decision-makers and external business partners to bring innovative projects to fruition.
With a background in architecture and real estate finance, Gigi combines design acumen with financial savvy to optimize project outcomes. Dedicated to fostering collaboration and excellence, Gigi strives to create environments that balance the needs of all parties involved while ensuring financial health and sustainability.
Beyond her professional pursuits, Gigi is dedicated to fostering diversity and inclusion in the real estate industry. Serving as the Vice President of the Women’s Real Estate Association at Cornell University, she actively supports initiatives that empower women in the field.
As a young professional, Gigi balances her dedication to work with her love for her pets, spending quality time with her dog and cat. She finds joy in dancing and various forms of exercise, which serve as outlets for creativity and wellness.
Gigi holds a Bachelor’s degree in Architecture from the China Central Academy of Fine Arts and a Master’s degree in Real Estate from Cornell University.
CONSTRUCTION ADMINISTRATION TEAM
Focused on transforming plans into reality, our Construction Administration Team ensures that all construction and renovation projects not only meet regulatory standards and budgetary constraints but also reflect our commitment to quality and community engagement.
John Miller recently assumed the role of Senior Vice President of Construction Administration at Horizon Development Properties. With over three decades of experience in the construction sector, predominantly within general contracting, he brings a wealth of expertise to his new position. His extensive project management background spans various sectors including multifamily housing, institutional facilities, industrial facilities, and healthcare. John has overseen projects ranging from small upfit endeavors to large-scale developments exceeding $100 million.
A graduate of Michigan State University with a Bachelor of Science in Building Construction Management, John has been an integral part of the Charlotte area community for the past 3 ½ years. Outside of work, he finds enjoyment in outdoor activities and traveling. Additionally, he actively participates in community service initiatives, notably contributing to Habitat for Humanity.
Erin Kimmell serves as a Construction Project Manager at Horizon Development Properties, Inc., specializing in overseeing Capital Expenditure Projects within the company. With a deep conviction, Erin sees his role as vital in providing new and renovated housing options for families in Mecklenburg County.
Throughout his extensive 25-year career, Erin has spearheaded the construction of numerous custom and spec homes. Additionally, he has collaborated with non-profit organizations to construct Section 8 Energy Star Certified residences for low-income communities, alongside completing various remodeling ventures.
Possessing a license as a General Contractor, Erin’s expertise is complemented by his service as a Combat Medic and certification as an Emergency Medical Technician in the United States Army.
George Whitlatch serves as a Construction Project Manager at Horizon Development Properties, Inc., specializing in overseeing Capital Expenditure Projects within the company. He is a North Carolina native who has spent his career working throughout the United States and is excited to be back home. He is passionate about the company’s mission to provide safe and affordable housing to the Charlotte community.
With over a decade of experience in construction and project management and extensive knowledge in facilities management, George has consistently demonstrated exceptional leadership and proficiency across a spectrum of high-profile projects in the federal, retail, and hospitality sectors. His tenure boasts a track record of spearheading multimillion-dollar ventures with meticulous attention to detail, ensuring adherence to regulatory standards, budgetary constraints, and project timelines. George’s strategic vision and adeptness in quality assurance, financial controls, and team management have consistently delivered outstanding results, earning him accolades and commendations throughout his career.
George Whitlatch brings a wealth of expertise, a proven track record of success, and a passion for excellence to every endeavor. With a keen eye for innovation and a dedication to delivering exceptional results, he continues to be a driving force in the realm of construction, project management, and facilities oversight.
Nyasia Angevine is an Administrative Assistant who collaborates closely with Horizon Development Properties, Inc., executives at INLIVIAN, and outside vendors to streamline operations and enhance efficiency. By offering comprehensive administrative support such as scheduling meetings, managing correspondence, and organizing payments for department vendors, Nyasia ensures the smooth execution of daily tasks. Prioritizing confidentiality and effective communication, Nyasia fosters solid relationships and contributes to the overall success of the department and the larger organization.
Nyasia has worked towards supporting her community throughout her professional journey. As a high school student, she interned as a Legal Assistant at Haitian Americans United for Progress in New York City for two years. Following her acceptance to Pennsylvania State University, Nyasia sat on the Student Multicultural Advisory and Recruitment Team board, known as S.M.A.R.T., collaborating closely with the Admissions office to recruit and retain students from diverse backgrounds. Prior to joining the Horizon Development, Inc. team, Nyasia worked for the nonprofit Centre Helps in Pennsylvania, providing vital suicide prevention support, and facilitating resource connections within the community.
Nyasia is pursuing a Bachelor of Arts in Political Science and African American Studies at Pennsylvania State University.
